Subject[PATCH] drivers: crypto: caam: jr: Allow quiesce when quiesced

Issues:
- Job ring device is busy when do kexec reboot
- Failed to flush job ring when do system suspend-resume

Fix:
Flush the job ring to stop the running jobs.
