Subject[PATCH] Add Altera hardware mutex driver

Altera hardware mutex soft IP provides hardware assistance for
synchronization and mutual exclusion between processors in
asymmetric/symmetric multiprocessing (AMP/SMP) system or
multi processes/threads in uniprocessor system.
