Subject[PATCH] workqueue: Remove rcu_read_lock/unlock() in workqueue_congested()

The RCU read critical area already by preempt_disable/enable()
(equivalent to rcu_read_lock_sched/unlock_sched()) mark, so remove
rcu_read_lock/unlock().
