Subject[PATCH v1 3/3] Bluetooth: hci_qca: Add support for QTI bluetooth MAPLE

Add support for MAPLE integrated within SOC, it is mounted on
a virtual tty port and powered on/off via relevant IOCTL, neither
IBS nor RAMPATCH downloading is not required.
