Subject[PATCH] net: sysctl: remove redundant #ifdef CONFIG_NET
Date
CONFIG_NET is a bool option, and this file is compiled only when
CONFIG_NET=y.

Remove #ifdef CONFIG_NET, which we know it is always met.
