Subject[PATCH] tools: Replace HTTP links with HTTPS ones

Rationale:
Reduces attack surface on kernel devs opening the links for MITM
as HTTPS traffic is much harder to manipulate.

perl scripts/get_maintainer.pl --nogit{,-fallback} --nol
