This appears to be caused by
8ac88f7177c7 ("rcu/tree: Keep kfree_rcu() awake during lock contention")

which switched krc.lock from a spinlock to a raw_spinlock. Indeed if I
switch it back to a spinlock again then the splat is no longer
reproducible.
