sched: Update the sched-domains debug documentation.
SCHED_DOMAIN_DEBUG mentioned in the Documentation for sched-domains for enabling sched-domains debugging doesn't exist anymore.
Update the documentation to reflect the correct way of enabling sched-domain debugging.
