Actually the french and perhaps a few third world dictatorships are the only ones who are that bad. Even the US doesn't restrict *imports*; only exports.
So there doesn't seem to mean to be any difficulty in putting up a crypto kernel with hooks on a server in some free country and letting others download from there.
