For example:

ftp://ftp.cs.tu-berlin.de/pub/gnu/patch/patch-2.5.tar.gz

It's just a GNU mirror, so any other site carrying the GNU stuff
will do as well. The archive is dated 1997-08-30, so you may consider
not only upgrading your version of patch but your Linux distribution.
