Usually the flickering LEDs is due to Windows trying to find a serial mouse.
On USR Couriers, you can call up the PnP stuff by issuing a AT#UF (if I
remember right).. I think you can do that on just about any USR/3com modem
that is fairly current.

AT#$ will give you the correct command if I'm wrong.
