SubjectVersion 2.x.x fails to hang up a modem

Hello!
The attached code shows that recent kernels fail to lower the DTR
and hang up the modem when the baud-rate is set to zero. Perhaps
this is no longer the correct way to hang up the modem?? Maybe
a new ioctl?
