Subjectminimum version for using CAT to increase values in /proc/sys/kernel
I'm running out of file descriptors and would like to know the minimum
kernel release that supports manually increasing the number of fd and
inodes.

An example from a FAQ was:

echo "4096" >/proc/sys/kernel/file-max
echo "12288" >/proc/sys/kernel/inode-max
