Linux fb (framebuffer) console support means you can have very high resolutions instead of standard 80x25 text console. And since this means entering graphics mode the developers decided to encode the number of CPUs detected in the form of short-legged flightless birds of cold southern Antarctic regions having webbed feet and wings modified as flippers, to wit, penguins. Naturally, this information is also available in normal text form during boot.
Why penguins? The legend goes that when Linus visited one of Antarctic science stations (which are powered by Linux) a penguin attacked and bit him.
