I had the same problem - in my case (but in your notation), the hdb had a completely broken disk. Taking the disk away and changing the BIOS setting from "User" to "None" (or "Auto") made the problem go away.
In your case, "broken disk" = "no disk", so make sure that the BIOS does not have some settings for that slot in IDE Setup.
