Subject2.2.0-pre7ac2 PCI probing fails

As I have previously reported, probing the PCI bus with direct access
enabled fails on a machine we have here. The problem appears to be a
particular device that causes everything to hang when probed. This
occurs in pci.c/pci_scan_bus() under the comment "non-destructively
determine if device can be a master:". The second
pcibios_read_config_byte() never returns, for some reason.

The problem device looks like this from /proc/pci in 2.0.36:

Bus 0, device 21, function 0:
RAM memory: Unknown vendor Unknown device (rev 0).
Vendor id=4978. Device id=84c5.
Fast devsel. IRQ 19.
I/O at 0x0.
Non-prefetchable 32 bit memory at 0x90100.

The vendor ID corresponds to "Axil Computer Inc.", who seems to be
making SPARC hardware? I really don't know what the device is.

This problem applies to all recent kernels.
