Yes. If all the aliases have one prefix, they are grouped together and the first one is leader. Its deletion causes deletion all of them. In some extent, it is equivalent to downing eth0 in 2.0.
Actually, addition of thousand of aliases is not a good idea. In 2.1 you can make:
ip route add local 10.0/16 dev eth0
and you will get 64K of local addresses 10.0.0.0...10.0.255.255
