Could be done, but why should people with keyboard like mine type command loqdkey fr)lqtin&:,qp (keys needed to write loadkey fr-latin1.map with french keyboard and actual kernel defkeymap) before beeing able to have correct keyboard ? And do you find easy to enter your password in sulogin without knowing where are keys you need ?
It's so simple to integrate it inside kernel instead of qwerty defkeymap
