SubjectPCI access without bios (was embedded ROMd linux?)

I've made diffs to make it possible to access PCI configuration space without
the PCI bios. It will help machines with PCI bus but without (fully working)
PCI bios. This patch was down on my todo list, and it got in front of my
runqueue by the discussion about romable Linux. The diffs are against
2.0.30 and 2.1.43, testing was done only with 2.0.30. The patches are
on:
