What about changing mount so it takes an file descriptor as argument instead of the name of the device file and passes that on to the filesystem? What would the problems be more than compability problems with the old mount call?
For filesystems that are mounted on a normal file or a socket, this would really reduce the needed magic. One such filesystem could be Plan 9's 9P protocol for user level fileservers.
