I wonder what changed in recent kernels. Here's the situation:

I have a /home/quota.user file that's mode 600. Normally a quota call says:

Disk quotas for user meskes (uid 421):
Filesystem blocks quota limit grace files quota limit grace
/dev/hda4 50106 54500 55000 1813 4000 4100

However, today I recompiled quota and now I get:

/home/quota.user: Permission denied
Disk quotas for user meskes (uid 421): none

Since both binaries use the same libc I think the only difference might be
in an include file. The old binary was compiled on one of the 60s. The new
one with 1.3.71.
