My problem with splitting up the kernel is that I think its going take up more of my time overall. I am in a position where every hour I spend is accounted for like cash. If I have to hunt and peck all over the net for the kernel or ever make one mistake because I got the wrong driver at 3am one morning, then the cost of linux development goes up. If my modem takes hours to download the kernel all at once it does not cost me any time because I am doing other things while its downloading and my phone charges are less than $1/hour.
BTW, how often must you download the kernel? If you get it on CDROM you only have to download new patches. If you have not been keeping up with the patches then yes, download the whole thing. But how often does that happen?
