I just had to get my 2 cents in here.:)
Personally I think the kernel should report 1024*1024 for MB and 1024*1024*1024 for GB.
The main reason I wrote is that it is true the vendors of most hard drives report millions of bytes instead of 1024^2. In floppies this is not quite true. On a hardrive it is the vendor who limits the sectors etc on a floppy You can usually "modify " these settings. So the vendors started reporting the unformated capacity. This was mainly during the great personal computer wars before wintel took over. And if I remember correctly right after the market decided how a 3 1/2 inch floppy should look.
