Subject[PATCH v2 4/8] riscv: Move RISCV_ISA_SVPBMT to Kconfig.isa
Svpbmt would not benefit from having PLATFORM_SUPPORTS_RISCV_ISA_SVPBMT
so just move the definition of RISCV_ISA_SVPBMT to Kconfig.isa.
