Do you need the offset? the mask could have included the offset, and
avoid the left shift operation here.

In the scale down case, the CORE_CLK_DIV_EN_BIT is already cleared by
the ufs_qcom_clk_scale_down_pre_change(). Clearing this bit again here
seems unnecessary.
