OK, I got it. CONFIG_RCU_NOCB_CPU_DEFAULT_ALL=y takes effect only when there
are no 'rcu_nocbs=' and 'nohz_full='.

OK, in this case, CONFIG_RCU_NOCB_CPU_DEFAULT_ALL=y takes effect only when there
is no 'rcu_nocbs='.
