For this patch in general: makes sense to unify simultaniously dumping tag and
request, as one (should) only exist with the other, and consequently guarding
tag with a refcount as well this way.

Personally I would preserve p9_tag_remove() though as a separate function and
let p9_req_put() call p9_tag_remove() instead of open coding it, as it's
easier to read. I mean you cald also just rename p9_tag_remove() to make it
clear that it's no longer supposed to be called directly. But your choice ...
