Ack. Will make this dependent on RCU_BOOST && !PREEMPT_RT, else we'll

I was concerned about the reduced concurrency here but wasn't sure if
it's a problem in practice. Thanks for the explanation. Your
suggestion of using the number of CPUs makes sense to me (we want to
avoid making it android specific if possible). Perhaps
CONFIG_RCU_EXP_KTHREAD?
