sysfs -> resctrl ?

This is not clear. "mon_features" does not display the monitor
configuration, it displays the name of the file that can be used to
see the monitor configuration.

Is the local variable needed? Why not just:
if (rdt_cpu_has(X86_FEATURE_BMEC))
