So is this fixing commit 7495af930835, or perhaps commit ef6a7bcfb01c
("usb: ulpi: Support device discovery via DT")?

I would assume ef6a7bcfb01c ("usb: ulpi: Support device discovery via
DT"). Please include the appropriate Fixes tag.
