Alright, I can change hugetlb_free_vmemmap_enabled to
an inline function.

That is CONFIG_HUGETLB_PAGE_FREE_VMEMMAP_DEFAULT_ON
not CONFIG_HUGETLB_PAGE_FREE_VMEMMAP.
