should be #ifndef CONFIG_ARCH_HAS_FIRST_USER_ADDRESS

But why do we need a config option at all for that ?

Why not just:

#ifndef FIRST_USER_ADDRESS
#define FIRST_USER_ADDRESS 0UL
#endif
