You're right. Not all architectures have warnings, but all arch's but
parisc and xtensa supports offsets > 20b. I'll add a WARN.

That would definitely be possible, but then we only get 11b of offset
available. That's even lower than the 17b of parisc and xtensa. That
would probably need a CONFIG flag unless someone can come up with a
way to estimate the offset at compile time.

Alternatively I can't see a way that two compressed instructions could
combine to a jump with more than the 20b of offset, and I can't
imagine two compressed nops would be better than one 32b nop, so
unless you're willing to live with 11b offsets I think we're better
off with the 32b instructions.
