Subject[PATCH bpf-next v3 23/29] bpf: eliminate rlimit-based memory accounting for sockmap and sockhash maps

Do not use rlimit-based memory accounting for sockmap and sockhash maps.
It has been replaced with the memcg-based memory accounting.
