Yes, use

or better

printk(KERN_DEBUG "APIC: NR_CPUS/possible_cpus limit of %i reached. Processor %d/0x%x ignored.\n",
max, thiscpu, apicid);

That assumes CONFIG_DYNAMIC_DEBUG is always enabled,
