defconfig selects CONFIG_OPTIMIZE_FOR_PERFORMANCE=y. I needed to
select CONFIG_CC_OPTIMIZE_FOR_SIZE=y to repro. My CI is simply
running defconfigs, which is why I didn't catch this.
