Since tracepoints_mutex will be taken in tracepoint_probe_register/unregister()
there is no need to take bpf_event_mutex too.
bpf_event_mutex is protecting modifications to prog array used in kprobe/perf bpf progs.
bpf_raw_tracepoints don't need to take this mutex.
