But you are accepting commit messages which are factually wrong? I am not confusing anything here but state the obvious. Either he copied it from https://spdx.org/licenses/GPL-2.0.html#licenseText or not. There is no reality where https://spdx.org/licenses/GPL-2.0.html#licenseText has the same content as the patch which he send.
And do you even know the best part: it is also not the version from your COPYING file.
