This patch introduces the setup_builtin_cmdline() function which appends or overrides boot_command_line with the builtin_cmdline if CONFIG_CMDLINE_BOOL is set. We are going to handle earlyprintk earlier than setup_arch() will be called, so if earlyprintk will be passed through a builtin command line, it will be handled in a correct way.
There is no functional change.
