Move prototype declaration of function radeon_combios_connected_scratch_regs() to header file drm/radeon/radeon_mode.h from drm/radeon/radeon_connectors.c because it is used by more than one file.
This eliminates the following warning in drm/radeon/radeon_combios.c: drivers/gpu/drm/radeon/radeon_combios.c:3449:1: warning: no previous prototype for ‘radeon_combios_connected_scratch_regs’ [-Wmissing-prototypes]
