I don't think that the ISP is spammy, but they use an unusual e-mail setup (involving qmail I think). So that may be the reason.
Interestingly enough, however, I sent exactly that same message from rjwysocki.net to my gmail account and it wasn't marked as spam for me. So that seems to be more specific than just a gmail problem in general.
Anyway, I guess I'll just send my pull requests from my gmail account or from the Intel one in the future. :-)
