Hm, then

active -> active : recent_rotated[active] += 1
active -> inactive : recent_rotated[inacitve] += 1
inactive->inactive : recent_rotated[inactive] += 1
inactive->active : recent_rotated[active] += 1 ?

Ok, it seems rotated[active] + rotated[inactive] == scan.
