Subject[PATCH v5 12/12] x86/Kconfig: Configurations to enable/disable the feature

MICROCODE_INTEL_LIB, MICROCODE_INTEL_EARLY, and MICROCODE_EARLY are three new
configurations to enable or disable the feature.
