Yes "linux-trace-users" sounds better, because it doesn't sound like proper English. It sort of breaks it up "linux-trace ... users" gives a ring of "linux tracing for users".
But if you go with the more proper sounding 'linux-tracing-users" it (to a native speaker) sounds more like a sentence, and my response is "Oh God, Linux is now tracing its users, but I don't want to be traced!".
