Actually, it does. It is perfectly idiomatic English.
"Use the exact same C compiler." -> OK, idiomatic "Use the same exact C compiler." -> OK, idiomatic "Use the exactly same C compiler." -> very awkward "Use exactly the same C compiler." -> formally correct
