You need to use make O=some_dir to reproduce it. like this:
# Create output dir and copy config mkdir ~/o cp ieee_config ~/o/.config
# Prepare kernel source cd $KERNELSRC make mrproper
# Build kernel make O=~/o
Note - the breakage is only in -mm.
