it's really not needed unless you have PCI-X hardware, but it sometimes
gets enabled and it had IRQ handling bugs under PREEMPT_HARDIRQS (and
PREEMPT_RT), which i fixed in the -51-12 patch. But if you didnt have it
enabled then there's no IO-APIC change affecting your config.
