AFAIK David S. Miller (devem@redhat.com) made a post in LKML by the time of was released 2.3.48 or so. If you can't find the letter contact him.
skeleton.c is not a good example. Look at the other network drivers - preferably more used ones like 3c5xx and eepro100.
