The same patch can be used for 2.2.11 & 2.3.12/13. There were no changes in kernel/printk.c except __init & DECLARE_WAIT_QUEUE_HEAD between 2.2.9 & 2.3.13.
I'll wait until I hear from Linus, then I'll send the patch to Alan for inclusion into 2.2.x
