I think the processor heuristic is a per-task thing. The tsk->mm heuristic instead should takes care of CLONE_VM childs. But there's to say that PROC_CHANGE_PENALITY weight (== 15 on i386) is very higher than the next->mm == prev->mm weight (== 1 on all ports) ...
